Before this change the log output is inconsistent -- msg type is unquoted on
incoming msgs but quoted on outgoing msgs, but only if MAX_VERBOSITY < 5.

After this change it's consistent: unquoted on both direction and all
verbosities.

I agree the change isn't necessary.
