[mnet-devel] v0.6.1.212-STABLE

I've committed the following changes (this ChangeLog excerpt also describes 
Arno's patch, although there are still bugs with his patch).

Let's test v0.6.1.212-STABLE, fix Arno's patch (thus making it 
v0.6.1.213-STABLE), and then build new binary packages.  I'll even put a release 
announcement on the news page.

Core:
 * Every ten minutes during a download, look for new block servers from which 
    you can fetch blocks.  (Formerly, it would never look for new block servers 
    unless it knew fewer than one hundred and twenty.)
 * At the beginning of a publish, look for new block servers to which you can 
    publish blocks.  (Formerly, it would never look for new block servers unless 
    it knew fewer than eight.)
 * At the beginning of a "publish metadata", look for new content trackers to 
    which you can publish metadata.
 * Display datestamps showing when files were published.
