Exactly.  Start by putting in the basic framework needed to do any sort 
of incentives. Once you do this you will realize that you need to 
breakdown the bytes in and out by operation (e.g. is my node sending 
you 8K of data to be stored on your node really the same as my node 
sending you 8K of data to be relayed to another node? well, that 
depends...)  Once you are generating the basic low-level stats it will 
be possible to get a better understanding of what is going on and what 
it is that might be worthwhile to meter and measure in the future.
