I think this should be 4.

As I mentioned in a rambling letter [1], if EXPANSION_RATIO is 2, then we have 
to keep a high block-level reliability (around 0.8 or so) in order to get a high 
file-level reliability.  If EXPANSION_RATIO is 4, then we need only 0.5 or so 
block-level reliability.
