[mnet-devel] new version of new_filesystem.html

Took out the "tuck head of file into inode" trick.  The consideration that 
finally tipped the balance was that without that trick, it is more feasible to 
pass around complete inodes instead of mnet URIs, if you so desire.

Re-organized the document, integrating Myers contributions about "how to choose 
same encryption key for same file" and about metadata.  Added more ideas about 
metadata.  Wrote:

"We've currently agreed to leave all file metadata (even type metadata and 
 immutable metadata) out of the inode for now because (a) there are several good 
 possibilities for how to put this metadata in a higher layer that we want to 
 explore and (b) we can change our minds and add it into the inode later if none 
 of those possibilities turns out well enough. --Zooko 2003-03-11"
