There might be a case where RelayListener flipflops on which relay server it 
wants to use.  It is designed not to do this -- to stick with one relay server 
until another seems *much* better -- but it can't be too extreme about this as 
it might end up sticking with an RS that has gone down.

Ah -- I think you are right that the excessive messages sent to 3hNP is making 
it switch RSes.  That is because whenever RelayListener receives a "message for 
you" message from an RS, then it increments that RS in its estimation.  So your 
Verifier and 3hNP's RelayListener could have gotten into a cycle where verifier 
sends a ton of messages through RS1 even though 3hNP now favors RS2.  This 
causes 3hNP to start favoring RS1 at about the same time that verifier finds out 
through metadata that 3hNP favors RS2, so they both switch.

But aside from extra hellos, this flip-flopping doesn't cause any other problem.
