If we don't mind making the contents of the record block public, then nodes 
can do some significant operations on them.  First of all, they can merge 
separate records into one new record, for example if both records make lots of 
statements that are identical, the new merged record can have just one copy of 
each of those statement.  Likewise, groups of records will compress very 
nicely together (all those redundant mnetURIs), but can't be compressed if 
they are separately encrypted.

Finally, nodes could someday perform more interesting computations on the 
records, such as computing trust metrics to limit the distribution of bogus 
records.
