First of all: great doc!  Simple and to-the-point!

The first open issue that I wonder about is how to handle multiple different 
records that are offered under the same id.

Since the records are encrypted, the nodes can't open them up and merge their 
contents, so the only option is to keep a set of different records and return 
all of them, or some subset, or something, when queried.

Obviously there is a potential attack of "flushing" out records that you don't 
like by sending zillions of records under the same key to compete with it.

However, I definitely do *not* think that we should hold up development of 
this because of that attack.  Just document it in the open issues section of 
the doc, and let's see what happens in practice.
