where:

RC2 is a literal "RC2",

PLATFORM is your platform e.g. 

FreeBSD-i386, SunOS-sun4u (fn)
win32, cygwin-i386, (arno)
Debian_unstable (zooko?)
Darwin-Power_Macintosh (art?)
RedHat7.3-i386 (tschechow?)

EXT is ".exe" or ".tar.gz" as appropriate.
