[mnet-devel] Is this normal bootpage access?

I just had a look-see at my web server logs. The log starts five days
ago. In it are 4135 requests for the mnet bootpage--from only 22 IP
addresses. So, I do the math. Each IP is averaging 'round 37 requests a
day. It doesn't seem so bad when you look at it that way, but if I look
more closely I see chunks of time where the same IP has asked for it five
or six times in a minute.
I'm not complaining; I'm just wondering if this is expected. Could it be
that my pitiful clamped cable modem does not answer fast enough to suit?
Are these folks asking again because the first request wasn't answered soon
enough?
One other data point: In the previous week, 23 IPs got bootpage 1252 times.
