I would think that storing them on disk is actually preferable to 
storing them in RAM.  RAM storage and sequential generation seems to be 
a win if the encoding is fast enough to keep up with the network, but 
the realities of fec seem to favor writing to a pub cache and pushing 
things out when possible.
